Walter: Thanks so much for fixing the "std.date.parse() bug when year <= 1970" I
reported some time back in D.Bugs! :) 

I had tried a couple of times to find a way to fix this bug, and only ended up
fixing the date part without the time part...which wasn't a good final fix to
submit. So now I can finally "CAN" my half-fix, and go with yours which totally
fixes it.
