Two screen shots of the page on an iPhone

The page I'm referring to is this [1]. I've attached a zip archive with two
print screens from the Safari responsive design mode with an iPhone selected.
The same behavior occurs on a real device. The second screen shot is the same
page just scrolled down a bit.

For those that have access to Safari, enable developer mode by going to:
Preferences -> Advanced -> Show Develop menu in menu bar. The go to the new
menu bar: Develop -> Enter Responsive Design Mode.
