These are issues filed not to report specific bugs or request specific

This is useful for issues with some aspect of a product smaller than a 
component.  Or for creating groups of some nature for which a component 
or keyword isn't exactly appropriate.  Moreover, anybody can create 
trackers, whereas only an administrator can modify the list of keywords 
or components.

I had just been thinking about filing a tracker or two in our Bugzilla, 
but I thought I should ask here first.  Does anybody here have any 
problems with this?

I wouldn't mind seeing something like that: it might clarify a lot of things. It doesn't seem that people have issues with it, either, seeing as nobody has responded yet. <g>
