The second Community Review round of DIP 1020 has been delayed. 
It's taking longer than expected to revise the DIP. I won't let 
it hold up the DIP process, however, and expect to run it in 
parallel with the first Community Review round of DIP 1022 in the 
first week of next month since we missed our window for this 
month.
