digitalmars.D - Dconf.org is (kinda) down

Works using http://dconf.org/2016/index.html so it seems to be a 
PHP problem.

Side note: It would be useful to have a mailing list to report 
urgent issues like this which would forward to the right people. 
This issue is present since at least 24h.

I've alerted our admin, thanks. For now such urgent matters should be 
emailed to Vladimir, Walter, and me. I guess webmaster dlang.org is the 
classic solution, I'll let our admin know about that, too. -- Andrei
