4) If someone fails to reduce amount of code to reproduce bug, he can ask
assistance (e.g. from me)
5) and maybe other things...

I've also thought about using Bugzilla... I however do not know if I can use
Bugzilla without CVS.
But since this is Walter's site, let's see what he things.

I find that bug reports often come in mixed in with other discussions, and
are not always separable. Some may be help requests, tech support issues,
new features desired, etc. I move them all into a separate folder and go
through them all.
