Most assuredly, unless you're outside of the US. The publisher is trying 
to avoid sending any copy outside the States so as to not confuse 
foreign markets. I think I should try to actually convince my editor to 
not do that.

When you get the book it has an access code to download the PDF book from 
Safari. But you need the book first :-)

I missed?
It automatically added TDPL to the 0-slot bookshelf.
In the table of contents there are per chapter downloads which each cost one
download token.
On the online reading page I can print individual pages (with watermark) but
downloads again cost tokens.
Which button am I missing?

There is a "Tokens & Downloads" in the "my safari"-drop-down but it directs me

Now seriously, what happens is that what you see is exactly what went to 
the printer. I can configure colors for a color edition, but for now the 
publisher asked me for black and white.

 the printer. I can configure colors for a color edition, but for now the
 publisher asked me for black and white.

That's too bad. I can understand that the publisher want it in black and 
withe but the PDF, it would have been nice to the PDF in color.

All I got there is: "You have not requested any downloads. Click the

request content for offline viewing."

And download icons are only for chapters. Each costs one token, but I got 
only one "promotional token" which will expire in 9 days.

It was the whole book My trial period has expired so I can't re-check. I 
couldn't download it right away. The pdf was watermarked with my name and I 
was sent an email to allow me to download the finished book.

I received my collector's edition yesterday, and I'm telling you, with 
all this hype, it had better be worth something in 40 years' time. ;)  I 
got it just in time, too.  I'm going to Canada for a conference tomorrow, 
and it'll be perfect reading material during the long flight across the 
Atlantic. 

I've read the first two chapters already, and I have to say it's a 
thoroughly enjoyable read.  The examples are good, the colloquial style 
makes the material more interesting (as if it wasn't interesting to begin 
with!), and the rapid-fire puns are delivered in style. ;)  Well done!

yet, the book is still listed as in Rough Cut status. Wonder how much

"books" listed, the roughs cuts, and final one. That's odd, only the 
final one should appear. Do you know which one you purchased, are you 
sure it was the rough cuts?

Ah, that explains it. Anyways I contacted InformIT/SafariBooks support, 
and they sorted it out, I now have the final version listed in my 
account, and they said the print book has been ordered. Dunno when it 
will arrive, but it should be too late from now.
(In any case I'm not in any particular hurry to read it, not that I'm 
not interested, its just that I'm quite busy, and particularly I'm still 
in the middle of reading two other books :p ).
