IMO, this should not be released until https://issues.dlang.org/show_bug.cgi?id=15281 is fixed. It's a very obvious and embarrassing bug.

Yes, but someone has to do it. It's really trivial to extend the Windows makefiles accordingly, but I never use Windows myself, so someone else (a Windows stakeholder) should simply fix this.
