digitalmars.D - What exactly are the rules of governance of the development of D?

would you please explain just exactly how the development of the D
programing language is governed from both a legal and transparency
perspective.

This is just a casual question that me thinks many people
would appreciate a reminder and clarification of.

Assuming that Walter has read this post about the governance of
D by now, may it be further assumed that *no reply* is to be taken
as a *swift answer*?
