c++.stlsoft - b64 dependencies

However, it seems to depend on STLSoft.
Is this an error in the documentation?

I guess it is since HISTORY.TXT for ver. 1.4.1 says:
   * NOTE: depends on STLSoft 1.9.89
Though the C functions do not require STLSoft.
