I can't say I completely understand the reply or the question.

a. There is the Win32 API; this is supplied by MS (user32.lib, 
kernel32.lib, etc.)

b. There is the runtime library (RTL) that provides things like stdio, 
math routines, STL, etc. This is not part of the Win32 API.

The Visual C++ RTL is MS's version of (b). Same applies to the DMC 
compiler. I suppose that one could use the VC++ RTL if one had the 
libraries and converted them to OMF with the proper DMC utility (and 
proper header files) -- but at that point, one would want to ask oneself 
if it weren't cheaper just to purchase VC++?

You might also want to look through the newsgroup for the FAQ regarding 
use of the latest MS API libraries.
