There's still a 'DOS prompt' but it has moved in the program tree. Since 
I have only the german version I can't tell you how it's called in the 
english version of ME.
Here it's (try to translate to english)

   Start->programs-Accessories->MSDOS

There you are.

Click on the [MSDOS] icon which is usually in the [Programs] menu.
