D.gnu - How do I contribute to GDC?

In my case, I would like to have some arm-wince-pe-gdc changes added 
into the main distribution of gdc at some point.  So I was wondering,

It's the classic benevolent dictator system. Get it stable, email patch 
to David Friedman, pray.
